• The T-Eval platform automatically calculates both a 4-point (Project Coach Rating) and a 5-point (State Rating) score for each teacher.

95% - 100% (Significantly Above Expectations) - 5

87% - 94% (Above Expectations) - 4

75% - 86% (Meets Expectations) - 3

60% - 74% (Below Expectations) - 2

59% and below (Significantly Below Expectations) - 1

The observation component of a teacher’s evaluation is used to determine step increases. 

• Observation Score of 3 = 1 Step Increase 
• Observation Score of 4 = 2 Step Increases 
• Observation Score of 5 = 3 Step Increases    

If a teacher has an Individual Growth score (TVAAS) that is higher than the observation score, the higher score is utilized.  

The following process is used to ensure that the higher score is utilized if a teacher has an Individual Growth Score (TVAAS) that is higher than the observation score.

• Once the teacher and administrator data is uploaded to TN Compass from T-Eval, the Data and Accountability Supervisor or Testing Supervisor will download the “Observation Report.” 
• Observations scores are filtered for final observation scores in the range of 3, 4, or 5. 
• Names and corresponding amounts are submitted to the finance department to step increases. 
• Depending on the timeline for TVAAS composite scores, the Data and Accountability Supervisor or Testing Supervisor downloads the composite form. 
• An Excel formula is run to place observation scores and TVAAS composite scores side by side.  If the TVAAS score is higher than the observation score, the new list of names is submitted to the finance office for step increases.  (TVAAS timeline is dependent on the TN Department of Education.) 

The selection of an educator’s Growth Measure is dependent on an educator’s position, not a choice.  There are 5 types of growth measures: Individual TVAAS, Individual Growth Portfolio, School-level TVAAS composite, District-level TVAAS composite, Feeder/Custom school-or district-level TVAAS composites.

Educators select an Achievement Measure that most closely aligns to their primary teaching assignment from the State Board of Education approved list.   

• TDOE will give a deadline for the selection each year.  It is typically sometime in October.  Read more about Achievement Measures here. 

LOE stands for Level of Effectiveness.  TN Compass is a platform used by the TN Department of Education as a database for teacher information.  An LOE is generated in TN Compass each year through a combination of the 5-point observation rating, a growth score, and an achievement score.

Frequently Asked Question: Does an LOE have any effect on step increases for the pay scale?

Answer: A teacher’s LOE is not used to determine step increases for the pay scale.  See Earning Step Increases in the section above.

The Jefferson County Schools Certified Salary Scale and Differentiated Pay Plans are updated and published annually to JCS Public files upon School Board Approval.
